It could be a miniature drying rack of sorts upon which one could hang doll-sized clothes and socks to dry

I'm not totally sure but would guess it's hand forged, and the snake like "handle" allows for a good grip making it both very useful and very fun to use! 5 7 8" long x 1" wide x 1 8" thick. The flathead is 3 16" across. Great condition, and with the closed loop at top it would indeed be easy to wear!
