This is a fascinating piece of WWII homefront ephemera, a Know Your Airplanes Plane O Graph Recognition Board. The dial consists of two die cut wheels held together w rivet at center. When top wheel is spun, die cut opening reveals different warplane illustration along w in flight silhouette. Top wheel also lists the names of some featured planes, including P 51 Mustang, B 17 Flying Fortress, P 40 Tomahawk, P 38
